A Pattern of Financial Instability and Omission
Transparency and fiscal responsibility are baseline requirements for anyone seeking to manage county budgets and taxpayer dollars. However, public court records reveal a troubling, decade-long pattern of financial insolvency for Cathie Rigby—a history she actively withheld when applying for the Lincoln County commissioner vacancy.
The Omission on the Official Record
In her January 2026 sworn application for the commissioner seat (see screenshot below), Rigby was asked directly if she had ever been involved in civil litigation or proceedings of any kind.

Instead of full disclosure, she provided a highly sanitized history, listing only two plaintiff-side civil matters and her professional legal experience.
She entirely omitted the extensive list of judgements, tax liens, a divorce case, and the three separate federal bankruptcy filings documented below.
The Hidden Bankruptcy Records
When voters evaluate a candidate’s fitness to manage public funds, past financial behavior is highly relevant. Federal court records confirm three separate bankruptcy filings spanning eleven years:
- 2015 Chapter 7 Bankruptcy (Discharged): Filed on July 2, 2015, in the U.S. Bankruptcy Court for the District of Utah (Case No. 15-26180-RKM), listing Kyle Law Rigby as debtor and Catherine A. Rigby as co-debtor.
- 2011 Chapter 13 Bankruptcy (Dismissed): Filed on July 19, 2011, in the same court (Case No. 11-30553-RKM), again listing Catherine A. Rigby as co-debtor.
- 2004 Chapter 7 Bankruptcy (Discharged): Filed on June 30, 2004 (Case No. 04-30548-WTT) under the name Catheri Camargo-Johns, matching Rigby’s identifying information.
Voters must ask themselves: Can a candidate who repeatedly failed to manage personal finances—and then failed to disclose that history on an official application—be trusted with the county’s financial future?
