The integrity of our local elections requires absolute honesty on official government documents. On April 24, 2026, a formal election law complaint was filed with the Oregon Secretary of State’s Elections Division regarding a false statement in Cathie Rigby’s Lincoln County Voters’ Pamphlet submission.
Because Rigby’s sworn pamphlet bio contained a direct, unverified claim regarding a Master’s degree—a claim she now publicly admits to holding only “as far as I am aware”—we escalated this matter to the proper state authorities for review under Oregon election law (ORS 260.715(1)). Voters have a right to the verified truth, not fabricated qualifications.
Note: Under Oregon law (ORS 260.993), making a false statement on an official election document in violation of ORS 260.715 is a Class C Felony, underscoring the severity of submitting fabricated qualifications to the public.
The full text of the official complaint submitted to the Elections Division is provided below, followed by the attached exhibits. Click any image to view the underlying PDF file.
We will update this page when the state issues its findings.
