Why This Site Was Created

The Demand for Transparency

This site was created to answer a single question with undeniable source documents, not rumors: Are the candidates asking to manage Lincoln County’s budget being honest with the public?

The Catalyst: Six Candidates, One Major Outlier

When evaluating the candidates for Lincoln County Commission Position 1, we believe voters deserve the complete picture. To that end, a standard commercial background screening was run on all six applicants.

For five of the candidates, the reports were unremarkable. But in Cathie Rigby’s case, the background check triggered multiple red flags regarding her financial and legal history—items that stood in direct contradiction to her sworn application.

Our Standard of Proof: Official Records Only

We do not deal in rumors, unverified database hits, or screenshots. Because standard background checks are just aggregators, we took the extra step of hiring a licensed investigator to pull the actual, underlying court records.

Employers and public bodies do this kind of rigorous due diligence every day; In fact, Clackamas County recently did background checks on the finalists for their commissioner vacancy. Lincoln County voters deserve access to the same verified facts.

This site follows a strict limiting principle: If a claim cannot be backed up by a primary source document, we do not publish it. Where the initial report identified items that could not be independently verified with court files, we have left them off this site. Readers can examine the unedited dockets for themselves and draw their own conclusions.

Focusing on Integrity, Respecting Privacy

Our focus is strictly on a candidate’s transparency and fitness for public office. We are not interested in publishing personal contact information.

A Note Regarding Birth Years

While Oregon considers a person date of birth as private, the year of one’s birth is considered a public record. For example, Oregon’s Secretary of State makes statewide voter lists available to the public, and the official voter-list specifications include a “BIRTH DATE” field, which contains only the voter’s year they were born.
